Springfield council created a task force to investigate all the issues relating to public safety and animal control with the county in 2012…..

Official Charge from City Council

“The Task Force’s charge shall be to examine current Health Department animal shelter facilities, policies and procedures and recommend any changes that would improve the level and quality of services from the standpoint of public safety and animal welfare. The review would include a determination of possible alternatives to the current shelter and recommendations as to whether the City should continue to maintain the present shelter or proceed with one or more of the alternatives. The task force should consider funding options and recommendation for during any proposed actions(s).”

The task force has a different opinion to Mr’ Dixon and having already finished the report for the council it’s easily accessed in PDF format……

 Define Potentially Dangerous/Vicious Animals/Reckless Owner –

This approach would be modeled after an ordinance from Omaha, Nebraska and would eventually replace the existing breed specific legislation. This would identify potentially dangerous dogs of all breeds before they seriously injure humans. o Enforcement should be complaint driven. Officers will investigate whether or not the dog’s behavior fits into the definition.

They will talk to witnesses, victims, and the dog’s owner as well as observe the dog itself to make a determination. o Severity will be determined by a numerical behavioral assessment scale (example attached as appendix A). o This legislative change would utilize a tiered system to manage animals that are a threat to the safety and welfare of citizens of Springfield

Unfortunately for pit bull owners across America some councils seem to acknowledge and listen to ill-informed opinions from non expert sources and dogsbite.org is the perfect example of propaganda, disinformation and fear mongering that leads to the enactment of Bsl.

It’s hard to blame Mr Dixon as if you google the keywords “pit bull” accompanying pretty much any other combination of words you’re likely to get a myriad of dogsbite fake statistics and/or reports.

The fact is not one of the legitimate animal or legal organizations in the world support breed specific legislation…..

Read their position statements and find out why not.
